Important Payroll & HR Compliance Update for Employers

EPFO wage ceiling 25000

The Ministry of Labour & Employment has revised the wage ceiling for mandatory EPFO coverage from ₹15,000 to ₹25,000 per month, effective 17 September 2026.

The change follows the Government’s decision announced on 16 September 2026 and the subsequent Gazette notification dated 17 September 2026. The Government has stated that the revision is expected to bring more than 51 lakh additional employees within mandatory EPFO coverage.

What Has Changed?

Previously, the mandatory EPFO wage ceiling was:

₹15,000 per month

The revised ceiling is:

₹25,000 per month

EPFO wage ceiling 25000

The ceiling was last revised in September 2014, when it was increased to ₹15,000. The latest revision therefore represents a significant change after approximately 12 years.

Who May Be Affected?

One of the most important groups to review is employees whose applicable PF wages fall in the ₹15,000 to ₹25,000 range.

For example, an employee who previously joined employment with applicable wages above ₹15,000 could, depending on the applicable statutory provisions and existing PF status, have remained outside mandatory EPF coverage. With the revised ceiling, employees in the ₹15,000–₹25,000 band may now come within the mandatory coverage framework.

However, employers should not simply apply ₹25,000 as the PF contribution wage to every employee. Employee status, applicable PF wages, existing membership, exclusions and other applicable provisions need to be reviewed separately.

Why Employers Should Review Their Employee Data

Employers should review their employee master and payroll records to identify potentially affected employees.

Particular attention should be given to:

  • Employees with PF wages between ₹15,000 and ₹25,000
  • Employees currently outside PF coverage
  • Existing PF members
  • Employees whose PF contribution is currently capped at ₹15,000
  • Employees joining the organisation after the revised ceiling becomes effective
  • Employees with different salary structures where Basic + DA/PF wages need to be reviewed
  • Existing UAN/PF membership status
  • Employees falling under any applicable exclusion or special category

The Government has stated that the expanded coverage will extend access, subject to applicable scheme provisions, to EPF savings, EPS pension protection and EDLI insurance protection.

How Will the Change Impact Payroll?

The impact will not necessarily be the same for every employee.

For example, consider an employee with applicable PF wages of ₹20,000.

Under an old ₹15,000 ceiling:

PF wage considered: ₹15,000

Under a ₹25,000 ceiling scenario: because now EPFO wage ceiling 25000

PF wage considered: ₹20,000

Therefore, the employee and employer contribution may change, subject to the applicable statutory provisions and implementation instructions.

Similarly, an employee who was previously not applicable for PF but becomes applicable under the revised ceiling needs to be identified separately.

This is why an employee-wise comparison is important rather than applying a blanket change to the entire payroll.

Free EPFO Old vs New Impact Calculator

To help employers understand the potential impact, Kashyaps HR Solutions has prepared a simple automated Excel calculator.

The calculator allows employers to enter employee-wise information and compare:

Previously PF Applicable?

Yes / No

PF Applicable Under New Ceiling?

Yes / No

This distinction is particularly useful for identifying employees where:

Previously PF Applicable = No

and

New PF Applicable = Yes

The calculator then provides an employee-wise comparison of:

  • Old PF wage
  • New PF wage
  • Old employee PF contribution
  • New employee PF contribution
  • Old employer PF contribution
  • New employer PF contribution
  • Additional monthly PF impact
  • Estimated annual impact

Important: Do Not Change Payroll Settings Blindly

Before changing payroll software settings or employee PF records, employers should review the applicable EPFO provisions and implementation instructions.

The following should be reviewed separately:

  1. PF applicability
  2. Existing PF membership
  3. Applicable PF wage components
  4. ₹25,000 wage ceiling
  5. Employee and employer contribution
  6. EPS treatment
  7. EDLI treatment
  8. Excluded employee provisions
  9. International worker provisions, where applicable
  10. Higher-wage contribution arrangements
  11. Effective date and relevant ECR/payroll cycle
  12. Employee master and payroll software configuration

Therefore, the Excel calculator should be considered an impact-assessment tool, not a substitute for the applicable statutory provisions or EPFO implementation instructions.

What Employers Should Do Now

We recommend that employers:

Step 1: Extract the current employee master.

Step 2: Identify employees with applicable PF wages around the ₹15,000–₹25,000 range.

Step 3: Check whether PF was previously applicable to each employee.

Step 4: Assess applicability under the revised ₹25,000 ceiling.

Step 5: Calculate the potential employee and employer contribution impact.

Step 6: Review the effect on CTC and payroll cost.

Step 7: Update payroll records and software only after confirming the applicable implementation requirements.

Step 8: Maintain an employee-wise impact sheet for internal records and future payroll audits.

Key Takeaway

The revision of the EPFO mandatory coverage wage ceiling from ₹15,000 to ₹25,000 per month, effective 17 September 2026, is an important payroll and HR compliance development.

Employers should review their employee records rather than making a blanket assumption that the same PF treatment applies to every employee.

A proper employee-wise Old vs New PF applicability and contribution assessment can help employers understand the potential impact before making changes to their payroll process.
